Southport L.V. Bowls League Rules
General
The League shall be called “The Southport L.V. Bowls League” and be open to everyone.
The League shall be open to all registered Bowls Clubs within a ten mile radius of Southport Town Hall.
The Officers of the League shall consist of Chairman, Vice- Chairman, Secretary and Treasurer. These Officers to be elected at the Annual General Meeting.
The League will be controlled by a “Committee” consisting of the elected officers. The Committee shall meet on days to be convened by the Secretary, at a central location.
The Annual General Meeting shall take place in November of each year and is open to all members. Each Club shall have two votes on any points put to a vote. Any Club not represented at the Annual General Meeting will be fined £10.00. The Agenda will be as follows:
(a) To discuss the Minutes of the previous Annual General Meeting.
(b) To discuss the Financial Report.
(c) To elect Officers for the coming season.
(d) To fix Annual Subscriptions.
(e) To discuss any proposals which are to be in the Secretaries hand 28 days prior to the Annual General Meeting. A copy to be sent to all delegates and posted onto the Leagues website home page 21 days prior to the Annual General Meeting.
(f) Any other business.
A League Delegates Meeting will take place in February of each year, when all Clubs must be represented. Any Club not represented at this Meeting will be fined £10.00. The Agenda will be as follows:
(a) To receive Team applications.
(b) To formulate Divisions for the coming season.
(c) To set the calendar for the coming season.
(d) To collect league fees.
Each Club shall furnish the Secretary with the name, address, telephone number and e-mail address of it's Secretary, Delegate, Safeguarding Officer and Team Captain(s).
The Leagues Officers have the right to visit any of the member clubs greens for the purpose of keeping the reputation and high standards of the League.
A sum shall be paid annually to the Secretary and Treasurer in acknowledgement of their duties. The sum payable shall be amended, as required, at the Annual General Meeting.
The Committee shall have the power to deal with any infringements of the Rules or any complaint in connection with League matters, by any Club or Players. If the circumstances warrant it, the Committee can either Caution, fine or prohibit the offender from participating in League competitions for a specified period.
In the case where an offence is found to affect the result of a match, points shall be deducted if the Committee so decide.
All protests to be made in writing to the Secretary within seven days of the offence, together with a fee of £10.00, which will be forfeited if the protest is found to be frivolous. No protest shall be considered without the fee.
The Secretary must notify immediately, the offending club's secretary of any protest. The representatives of the clubs involved in the matter under protest shall give their evidence and then wait for the Committee to arrive at their decision, which will be final.
Subject to these rules, the Committee have the power to make decisions for all matters not provided for in these rules and to do things they deem necessary for the good of the League.
Each Club requiring a copy of the rules, shall access them on the Official Website, where the can be printed off.
League Matches
All League matches to be played on Tuesday evenings, with the exception of Clubs with three teams. The third team will play their home games on Wednesday evenings.
Matches commence at 7.00pm. Except Clubs with no floodlights, their home matches will start at 6.30pm during April, August and September.
Practice time of 15 minutes shall be allowed to the Away Team, on a cleared green, immediately prior to the start of a match. Away Team Captain to be allowed 10 minutes prior to his team.
Teams to consist of 10 players and all games are 21up. Players to be registered with the League by teams. Registrations after the 31st March will only be authorised by the League Officers up to the 30th June, with the exception of new bowlers, who can be registered after this date with the prior approval of the Committee. All players must have a BCGBA Membership Card. It is their Club's responsibility to verify this and enter the number into the League Website. Any team failing to play a full team of 10 shall allow their opponents 21 points for each absentee. Any club playing an ineligible player shall have the game scored at 21-0 to his opponent and the Club fined £5.
The Home team captain shall place five players names on the cards, place the cards face down and the Away team captain will write their players names on the back of the cards. The two names on each card to play each other. All players names to be on the card one hour after the match starts. All players to be ready to play when their game is called to start.
The Team with the most total chalks, wins the match. Home match win receives one point and an Away match win receives two points. If there is a drawn match, nil points for the Home team and one point for the Away team. The team with the highest aggregate chalks over the two matches shall receive an additional four points. If the overall aggregate is drawn then both teams shall receive two points. Individual game Points, Home game win receives one point and Away game win receives two points.
The Championship will go to the team with the highest number of points. In the event of a tie, a play off will be arranged on a neutral green, on a date decided by the committee. The top two teams in each division will be promoted and the bottom two teams relegated.
A player may be allowed to play for his club in a higher division FOUR times. If that player plays in a higher division five times, they shall be deemed a member of that higher division team.
The two Team Captains are responsible for posting the result onto the MBBowling Results Website within 24 hours of the match being played. Failure to do so will result in a £5 fine.
In the case of weather interfering with play, the Captains shall decide whether play can continue or not. In the event of abandonment, all completed games shall stand. All unfinished games to be resumed where they left off. In the case of Postponement, the Captains shall arrange a date to play the match within fourteen days of the original date.
Failure to play postponed or abandoned matches within fourteen days, the Secretary will have the authority to fix a date and any team not fulfilling the fixture shall forfeit the points for that fixture. Failure to be able to field a team will not be accepted as a reason for postponement of any matches.
The Captains of each team at a League Match shall settle any dispute. If unable to do so, the dispute shall be presented to the Committee for resolution.
All games played in this League will be played under the rules of the British Crown Green Bowling Association. Currently tested standard jacks to be used in all League Matches and Competitions.
Smoking, Vaping and the use of electronic cigarettes is not allowed whilst participating in the game of Crown Green Bowls. The offending player(s) shall receive no further score and the opponent(s) shall receive the maximum score.
Electronic devices e.g., mobile phones, pagers, smart watches etc, in active mode are not allowed on the green. Should a player fail to comply, that player shall forfeit the game. The offender(s) to receive no further score and the opponent(s) to receive the maximum score.
All Prize Money for League Champions and Runners-Up will be handed out at the Annual General Meeting. Prize money for League Competitions will be handed out at the relevant Finals Day.
Divisional Cups
The League Rules will apply to the Divisional Cup Competitions, except there is no practice for all teams.
The draw to be made at the February Delegates meeting and posted on the Leagues Website.
All players must be registered before playing and must have played at least one league game before playing in the Semi-Finals or Final.
Any team playing an ineligible player will be scratched from the competition and replaced by the team beaten by the offending team.
All games will be played on Neutral Greens, arranged by the Committee. The Captains will toss a coin for the choice of Odd or Even blocks.
Once a player has played for a team in any Divisional Cup, they are cup tied to that team.
Handicaps will be taken from the previous years league positions and are as follows :-
Premier Division - Positions 1 to 3 – Scratch
Positions 4 to 6 – Receive 15 chalks Positions 7 & 8 – Receive 30 chalks First Division Champions & Runners-Up – Receive 45 chalks
Relegated Premier Division Teams – Scratch
First Division – Positions 3 to 6 – Receive 15 chalks Positions 7 & 8 – Receive 30 chalks
Positions 9 & 10 – Receive 45 chalks
To prevent a tie, the team with the larger handicap will receive an additional half point handicap.
League Competitions
The League shall run the following competitions – LV Individuals, LV Pairs, LV Handicap Singles and LV Handicap Pairs.
All clubs to pay a minimum of £5 per League Competition.
All Competitors must be League registered and have played in at least one League Match, except for the LV Handicap Singles.
No practice allowed, except if a player or pair gets a bye and has to play an opponent that has already played. Scratch time is 15minutes after the start of the session. All games 21up.
LV Pairs and LV Individuals - Home Club competitors to give their opponents 3 start on the card for singles matches and 5 start on the card for pairs matches.
LV Handicap Singles – all Premier Division players start on Scratch and all First Division players get 3 start on the card. Home club players will have their handicap reduced by 3 chalks.
LV Handicap Pairs – an all Premier Division pairing will start off scratch, a mixed division pairing will get 3 start on the card and an all First Division pairing will get 6 start on the card. Home club players will have their handicap reduced by 3 chalks.
Presidents Day
The President is to be elected by each club in rotation as follows:- 2023 Fleetwood Hesketh, 2024 Hesketh Arms, 2025 London, 2026 Sandbrook Park, 2027 Scarisbrick BC, 2028 Scarisbrick NSC, 2029 Tarleton, 2030 Victoria Park, 2031 Zetland Hotel & 2032 Crossens BC.
The draw to be made by the Committee, the President and the host clubs delegate at the start of the competition. Only players in attendance at the time of the draw will be in the draw.
Every team will be allowed 2 entries. All competitors must be League registered and have played in at least one league match, except for the Presidents guests.
10am start at the Presidents club, on a date to be set by the President. No practice allowed
Early round games will be 15up, with home club players giving their opponent 2 start on the card. Later round games will be 21up, with home club players giving their opponent 3 start on the card.
The President to provide trophies for the Winner, Runner-Up and Semi-Finalists. The League can assist with the purchase of these trophies.
Each team to pay £10 to the League for the host club to put towards the cost of refreshments.
Final names and numbers to be confirmed by Club Delegates 2 weeks before the competition date to assist the catering arrangements.
